Publish the `majortom` package to pypi

Ideally this would include an updated README.md with more specific usage examples covering some of the core functionality expected by users (building a grid, finding a cell that overlaps a point, finding all cells that intersect a polygon etc.)

Great suggestions! I'll try to prioritise and get it fixed up soon along with the several identified bugs.

At the moment, I think the last functionality (find all cells that intersect with a polygon) that's completely missing and needs to be implemented - although that's rather straightforward to do.
