Guest users: View all OW hotspots

As a guest user I can see all the available OW guest networks So that I can easily and efficiently find a network when I need one

Must be done in a privacy-preserving way
Idea is to do an app - not necessarily a requirement

Thread started on ow-tech to find a solution for this. This feature does not place any requirement on router software yet. It may down the road on how solution for finding OW networks evolves.
