added haptic option

user configurable haptic alert option on a user configured switch and value. also some minor adjustments to alert frequency from 90% / 95% / 100% and 2% steps for battery critical also stores the mAh target value to file

Updated the haptic option in KISS. Let me know what you think - Tested from RC10 to RC17 (not 11) and on radio. I can adapt for QX7 version once X9D settled
