Is this possible with Unbound? Will it be reviewed and implemented at some point?

What happened to your existing config file? Is it overwritten with a new one each time? I also use unbound-control - no biggie if it's not included anymore

Chromecast is probably bypassing DNS and using built in Google DNS. Also it depends on what apps are showing ads as they could also be served direct from the domain...
Just use custom rules with the $client rule
