Description: This pull request introduces support for vertical taskbars (Left/Right positions) in addition to the existing horizontal layout. Key changes include:

Implemented TaskbarHelper class to detect taskbar position using Windows API. Updated FormSplitter logic to adjust icon and size based on taskbar orientation. Added new icon (separator_horizontal.ico) for vertical taskbars. Refactored project structure and upgraded target framework to net9.0. Updated README with installation instructions and clarified vertical/horizontal support.
