NETWORK_USE_3G is not working

What steps will reproduce the problem?
1. Phoen Wifi -> Off
2. Configuration Service -> setBoolWithKey: NETWORK_USE_3G and Value: YES
3. SIP service -> registerIdentidy
4. 

What is the expected output? What do you see instead?

eargs.sipPhrase -> Dialog conneting and then Dialog terminated

What version of the product or source code revision are you using? On what
operating system?
doubango -> R788
Wifi -> On
all is working.

I found something. so attached pcap file.

Imdroid (Android) via LTE call idoubs (iPhone) via LTE -> NOT WORKING
idoubs (iPhone) via LTE call Imdroid (Android) via LTE -> WORKING
