Update Python version in PythonAnywhere installation

Update the Python version from 3.6 to 3.8 in the PythonAnywhere quick deployment.

Changes in this pull request:

  • pip3.6 install --user pythonanywhere was updated to pip3.8 install --user pythonanywhere which is the latest version in PythonAnywhere.
  • Also the pa_autoconfigure_django.py argument was modified from --python=3.6 to --python=3.8

What does the 'waiting for status to be reported' mean?

That probably refers to the automatic checks whether the tutorial website can successfully be built with these changes. Though they should take some seconds to some minutes, not several years. @ekohl, can we trigger them to be re-evaluated? (If not, we might just merge on the command line in a local clone and push the result.)
