Polygon completion within other element

Right-clicking to complete a polygon does not work correctly when that polygon is within another annotation. Instead of completing the polygon, it raises the menu to edit or delete the outer annotation.

For example, first create a rectangular annotation element. When creating polygon elements within that rectangle, right-clicking raises the rectangle edit/delete menu. At that point the user has to left click to close, which starts another polygon that has to be escaped. Then they have to return to the draw menu to toggle the polygon tool and turn it on again.
