how to disable scroll

Dear all , I need to disable scroll, ie when use scroll , will not move to next tab. ONly when user click on tab2 , it will move to tab2. But normal scroll/touch need to be deactivated. I have searched, and only solution is using Viewpage2, but its implemenation is quite complex.
