Context: In hope to create a local development environment that could be used for tests, this ~~is a WIP PR that~~ will help others easily test a deploy version of a local hardhat configuration

Proposal:

  • Docker configuration
  • Updated tests
  • Updated read for different instructions
  • Local hardhat.config.local.js
