New install instruction

Hi, i need an instruction to install this repo on my machine. The machine specs is:

Windows 11 with WSL2 Ubuntu 22.04 GPU: NVIDIA RTX 3060

When installing the mmdetection v1.2, i have error with Compute Capability too high
