Not sure; The docs mentions nothing as options for the horizontal placement. See https://docs.qgis.org/testing/en/docs/user_manual/style_library/label_settings.html#placement-for-line-layers (and you can walk through releases)

I suspect this to be a Qt issue than QGIS' because here is what I get running en-US QGIS under French environment   And afaik these are QDialogButtonBox items...
I don't think #52449 is related. It was there already in QGIS 3.2 (see https://github.com/qgis/QGIS/issues/27823) and I from time to time have it when playing in multilingual environment.
