Loc is first moveing at second command

Hello DCC++ community , me again. I have the Problem, that the loc is often first reacting at the second command from rocrail, the rocrail community has no answer till now. The command is sent to dcc++ in the debugging. ehen i restart the Rocrail it is working most likely. and the issue i do mot have with JMRI.

1. does anybody have a clue how to solve this issue.
2. JMRI seens to send the command all the time. so i thing this is the reason that it works. Is that a Workarround, from JMRI, or a Fault from Rocrail, that it does it only once. or am I Wrong.
