`resize-behavior="fixed"` and tooltip changes on resize

This isn't working at all due to https://github.com/Polymer/polymer/issues/3107 , however as soon as that bug is fixed it should magically work. To get it working 80% for now set a placeholder tooltip attribute on every column (and it still won't work on resize).
