Make Slapr ignore useless reviews

Hello :wave:,

Do you think it would be possible to make Slapr ignore reviews from people that are not CODEOWNERS of the modified files ? Currently if someone approves a PR (but does not count towards actually making the PR mergeable) it will trigger the emojis confusing people looking at it from slack.
