[Windows] Enable process metadata on windows. Needs associated change

Change for agent6, to enable process metadata. Associated change for gopsutil has been submitted to that package's owner.

psutils change has been merged to master in psutils repo.

I don't think the gohai process collector is something we'll keep in the long term for linux/macOS, so I don't think we should add it to windows. The process agent will do what gohai currently does in a vastly better way.

That said it's good to have made the improvement on gopsutil's side, and will likely be useful to us in the future.
