What does this PR do? What is the motivation?

New Services Owners guide.

• Purpose of this document is to learn things about what it means to implement Datadog as a Service owner
• It will address several different audiences , mainly the persona of a service owner - someone who needs to understand the best practices of setting up Datadog to avoid pit-falls down the road

Hi @estherk15 thank you for the review! I have added all your suggestions as well as fixed the links and a few other spacing issues I found, also I added "storage tiers" as a retention for Flex Logs in the Log management section as that was missing. Let me know if you can do a quick re-review next week :)
