DOCS-7387 Container Cost Allocation Doc Update

What does this PR do? What is the motivation?

Add tabs for Kubernetes, AWS ECS, and Google Cloud to nest the information on the Container Cost Allocations page. Marked areas for additional instructions with TBD and updated the Cloud Cost Management landing page to include information about Container Cost Allocations.
