remove reference to deprecated `force_tls_12` configuration parameter and replace it by the new parameter `min_tls_version`

What does this PR do?

It replaces a reference to the configuration parameter force_tls_12 by min_tls_version

Motivation

force_tls_12 is depreciated since 7.39 and will be remove (probably, see here) in 7.41. The new parameter that should be used is min_tls_version
