feat(get_candidate): Ignore issue on labels

Skip jira issue creation on PR having the default label that don't require qa (qa/done and qa/no-code-change)

As such we will be able to add the team/ label on every PR, whereas it's not done yet to prevent Jira card creation by ddqa
