This means write a command to start the cluster run the workflow and tear down the cluster. Possibly a duplicate of another ticket.

This would involve one command to launch the cluster, copy over the workflow (and inputs), run it, and copy back the result.

But it might not be such a good idea anymore; it might be better to direct people towards Toil server mode instead and submitting their workflows to a server.
