Feature: Add Voice Chat with Bot

Feature description
I want to see Voice Chat added to the bot as an old cilent i used back then was able. https://github.com/SamuelScheit/discord-bot-client)
Ideal solution or implementation
Allow Bots to join a voice channel and use the user's mic and audio sources to receive and transmit voice data

That's already in the lengthy feature list in Discord. This project is inactive right now (and, even if it wasn't, assigning someone else is kind of rude).

@jerbear2008 it's alright bud, I automated the issue templates to assign myself (because it seems professional lmao)
