Re-implement permission system

Move away from static guest, member, mod, admin system and allow to dynamically create groups to manage permissions much more granularly.

can you add in admin page a way to enable a Secure mod All admin fonction will be visible to Super admin only the other admin normal cannot do anything .. mod and admin can only Kick user and cannot log out poeple ..

I believe admins should be able to still delete, kick, ban, and logout all users below there level as that's what a admin should be used for so even the super admin shouldn't ever be used unless something really goes tits up.

Mod and lower I agree no full control over anyone maybe kick/temp mans pushed to a admin to fully ban or delete.
