EXT_FNCT calls from REST API are sent to other peers

When executing REST API calls - such as inhibit or radio check - against an individual dvmhost peer, that peer sends those to other peers. I asked about this on Discord and was told that this shouldn't happen. If these types of calls need to go to all peers, the call should be made to the FNE.
