Access Condition section should appear in Edit Bitstream form for archived items

Background During submission and workflow, Edit Bitstream displays a form that includes the Access Condition section to help submitters and reviewers choose the appropriate access policy for the bitstream.

Problem If an administrator is editing an archived item and goes to the Edit Bitstream form, the page is more like the traditional pre-7 forms, and not include access conditions but instead a link to the "edit bitstream policies" form.

Proposed improvement I think giving administrators the same Access Condition form section for archvied items would improve access management. It would help with changing eg. embargo policies, checking current access state, etc., and avoid use of the more confusing (and not bound by configured access conditions) policy form.

(I do not propose removing the link to edit raw policies - this is always useful!)
