Allow movement of more bottom screen elements in DSi/3DS skins

Is your feature request related to a problem? Please describe. At the moment, only a couple of the items on the bottom screen can be moved around. The cursor and the title text come to mind. To my knowledge though, you can't move the ROM list, scrollbar, or on-screen icons/buttons.

Describe the solution you'd like Allow moving more of these elements. Such things would include the buttons in the 3DS theme, the scrollbar in the DSi theme, and the ROM selector in both (mainly for the Y positioning, but X offset wouldn't hurt if it can be implemented well, I guess). Moving these elements around would also affect how the touchscreen interacts with them, of course.

I second adding more theming functionality to the bottom screen. It would help improve the custom themes since people wouldn't be bound by the set spots of everything.
