Add support for animated skin elements
Is your feature request related to a problem? Please describe. Sometimes I have ideas for skins, but they wouldn't quite work as static images.
Describe the solution you'd like Allow the use of animated GIFs for some/all skin elements. I'm not sure how feasible this is, but even if it were limited to a low FPS, only a few frames, and/or only the background images, it would still be nice.

Do you have a concept of a theme that could use animated elements? Would be nice to conceptualize here.
The main ideas I had in mind were games with animated or scrolling backgrounds in menus, that would be adapted to TWLM++. Some examples would be Mario Kart Wii, Mario Party DS, and Metroid Prime Hunters. Each of these games have animated backgrounds in their menus that can make a significant difference in really feeling authentic, in my mind anyways.
