Remove "You must answer at least ..." Message When default_percentage_answered is Set to Zero

What version of the DMPRoadmap code are you running? (e.g. v2.2.0)

As depicted in the screenshot above, the message includes the sentence You Must Answer At Least 0% Of The Questions To Enable These Options. It might be best to handle this sentence so that it is not rendered when config.x.plans.default_percentage_answered == 0.
