Allow institutions to copy sections they create from one template to other templates

What version of the DMPRoadmap code are you running? (e.g. v2.2.0) Our institution uses the live service provided by DMPonline.
Expected behaviour: For context, our institution adds a new section as a prefix to all its templates. This section asks standard questions that help identify opportunities for our institutional support teams to assist researchers.
I would expect there to be an option for institutions to copy sections that they have created from one template to another template.
It would be very efficient for institutional administrators if they could simply copy and paste a locally created section from one template to any or all other templates.
Please note, it would be even more efficient for institutional administrators if they could also change the order of questions within locally created sections by drag and drop. This additional issue is already recorded as suggestion #2156 (Allow order of questions to be changed by drag and drop).
Actual behaviour: At present, if institutional administrators want to add or update a locally created section across all templates it is necessary for them to manually add or update that section in every individual template. To illustrate, if institutional administrators want to update their locally created section across 10 templates (e.g. by adding new questions and guidance to that section) then they need to make 10 sets of updates i.e. one set of updates for every template.
Making many manual updates is very time consuming and increases the risk of editing errors.
Steps to reproduce:
- Create a new section for one template.
- It’s only possible to add that section to all templates by manually adding that section to every individual template.
- Update the new section in one template.
- It’s only possible to apply that update across all templates by manually updating every individual template.
