Conditional questions - triggered email is sent too soon

We need to re-think how to trigger the email in the conditional questions. It is currently triggered immediately - when hitting save or just choosing the option. This can result in too many emails being sent.

I am not sure what would be the best moment to actually trigger the email opened for suggestions @pherterich @mariapraetzellis @dsisu Worth discussing in the next project management meeting and/or during user group

I know I've said this before but I think the whole model for conditional questions is wrong. The workflow is too complicated. I wrote a bit about a different approach at some point. It might still be worth tinkering with the current model to make it less horrible but I think we need to redo that part of it fairly soon.
