Allow admins to configure default guidance to switch DCC off

Would it be possible to give administrators the rights to configure their default guidance? Some institutions would like DCC guidance to be switched off.

Ohh, pinging @gjacob24 here as this might be a change to what root_org affects or at least introduce an option to overwrite it for guidance.

👍🏻 Yes, we were just chatting about this yesterday. The 'default org' is defined in our configuration files, but the only thing it is used for is to determine where the default guidance comes from. So, we are going to discuss in the dev call on Monday. It may make sense to remove the concept of the 'default org' and replace it with 'default guidance' (we already have a 'default template'). One though was to add a new 'Settings' page to the Super Admin's menu that will allow them to manage global settings like that.
