[EPIC]: Create Scenarios

Ability to create new scenarios from the frontend.

Frontend:

  • Popup interface for scenario parameters

    • Name
    • Description
    • NPIs (#308)
    • Virus (#309)
    • Start date
    • Base dataset
    • Duration
    • Model type (Surrogate, ODE, ABM)

  • Scenario Library

    • Cards

Requirements on the Backend:

  • Endpoint for creating new Scenarios
  • Endpoint for fetching Scenarios in the pipeline
