Cyrillic characters are not displayed correctly.

Symptoms

There are Garrys Mod servers hosted with players from many countries and languages, i have noticed that AMP is not able to display the Cyrillic alphabet correctly in the web console, although it is displayed correctly in the internal console (tmux). It was expected that the web console can display the characters even though the system is set to UTF-8.

Reproduction

1. Create a clean Garry's Mod installion without any addons
2. Joing the server and write something in cyrillic like "мяу"
3. View the web console and try to read what you just wrote.
