Not working in Android 9

When starting monitoring, there is an error message "CrossGeofence - Error: CrossGeofence - You need to enabled Location Services"

Location services are definitely enabled. I have followed the instructions precisely. I have tried two other supposedly working test Apps from other developers with the same result. I have added CrossGeofence to an App which already uses location services, but I still get the same error. I have updated everything to the latest versions, with no change.

Works fine on a phone with an older version of Android.
