Describe the bug

Players are unable to use chatradius commands unless they are given the chatradius.help permission. This isn't big issue, just a slight annoyance as I also cannot change the help command message.

Steps to reproduce

1. Install chatmanager and luckperms
2. Give player chatmanager.chatradius.local and .global permissions
3. Unable to use /chatradius local or /chatradius global
4. Give player chatmanager.chatradius.help to fix permission

Additional context

I am using 1.21.4, not 1.21.1. I assume this is still supported, or at least isn't causing this issue.
