Add option to limit particles.

It would be nice to have an option in the data.yml to limit the amount of particles that are displayed/created per x timeinterval (I assume it's in ticks?)

I want to use the particle fog to have a small effect for a ghost, but it's so extreme that it is unusable for me. And there are no other particles that would have the same effect.

Thanks for the request. I'll take it into consideration but at the moment the plugin is in a maintenance mode where its only being updated to support the current Minecraft versions and any issues that start.
