Where can we download executable for windows? I only find source code zip file

It's located at the project's base dir. File RetroGraphicsToolkit.exe.7z

Finally I managed to find and download the executable file, what a quest. But after the launch I was confused, because... Instead of one Open action, there are several of them. And the task is simple: to reduce the number of colors in the image.
