We are having this issue too with 10.8. Kind of crucial feature for fine editing

WORKS FOR ME:

Turn SKIMMING OFF [S], then AUDIO SKIMMING "frame by frame" WORKS via arrow keys!

MBP 2017 Intel i7 FCP 10.8
