Remove smooth scrolling during keyboard navigation

The smooth scrolling behavior that occurs during keyboard navigation is jarring, particularly because elements on the page are large and spaced far apart. Can this be disabled?

prefers-reduced-motion was added in PR 50 https://github.com/Comcast/comcast.github.io/pull/50

It should be resolved shortly.
