Compilation Check on PR Verification

When a Pull Request is submitted, currently only license signature is verified.

As there are currently no X_text.go files for running a go test, at the very least a pull request step should be added to the github actions to ensure a simple go build on an alpine container or something of that nature succeeds, to ensure there are at least no build errors before a pull request gets merged.
