Make NATO and Warsaw slightly more dynamic

There comes some problems with the initial NATO "invite the delegates" event where sometimes the countries that get invited DONT align politically with the US, especially since FRA and GBR have a higher chance of becoming communist in the first few years of the game.

I Propose to have that event include some logic that checks the ideology of the nations that for the initial pact before sending an invite to them.

As well if ideology changes, there nations should get kicked out of the pact respectively.
