Snapchat says, “Could not refresh. Please try again later. when I opened the app I can see the map and also I can open the snaps that sent to me but I cant send one or I cant see stories..

Can confirm, happening here as well. Super annoying, actually had me using Snap++ for a few days. To solve the issue enter airplane, kill app, open app, disable airplane, refresh. Hefty workaround but I'd still rather use Phantom with the workaround than Snap++.
