relaunch website with disclaimer that we're looking for contributors

The website is currently down as I removed the CNAME reference to the AWS hosting location. We should bring it back up.

Also, add a disclaimer to the top of the website that we're looking for contributors. Not sure if we need to mention that some data is out of date since we'll have Github issues for open problems.
