"Toggle Windows Taskbar Visibility" doesn't persist

Summary

If you select "Toggle Windows Taskbar Visibility", the Windows Taskbar will eventually un-hide itself even though you didn't deselect the option.

Steps to reproduce

1. Select 'Toggle Windows Taskbar Visibility"
2. Play your game for a while
3. Windows Taskbar will start to appear again.
