Mobile sidebar changes the header builder layout when there are more items added

If i add more items in the mobile sidebar (6 in my example), the builder won't become scrollable and the layout will be changed https://vertis.d.pr/i/Rru8hT

- Open customizer
- Add at least 6 items in the mobile sidebar
- Check if the header builder layout is changed

@irinelenache, I see the scroll works. It is a bit junky in the customizer with the mouse cursor, but there is no problem with it.
Regarding the layout change, did you refer to the alignment of titles with buttons from the given ss?

@Soare-Robert-Daniel The issue I see is that as i add more items to the mobile sidebar, the builder area increases and it creates an empty space in the builder, as you can see in the video here https://vertis.d.pr/v/YGwqXm. I expected the mobile sidebar builder to be scrollable, not the sidebar itself. It's pretty much an edge case as I think people would not have that many items in the mobile sidebar
