Internationalize the text

We should see if Wazimap supports internationalization of text so that we are not limited to English. If so, we should update what has been done so far so that it is internationalized and have all future commits internationalized.

The Wazimap Kenya project and Wazimap South Africa seem not to use internationalization. The English text is coded right into their HTML files. Based on this, I have no proof that Wazimap supports i18n.

I've talked to the folks at CensusReporter, the source upstream to WaziMap and they had a few comments about i18n. I'll be glad to share those here and perhaps provide some more details around it
