I have written some information for volunteers helping with ITD which is based on the Canvas in the ITD channel in slack but which walks through the process of using the dashboard to approve/reject applicant submissions.

This PR is a self contained web page using the Google codelab format. Note that the web content is in the subfolder called docs. The source is in ITD.md. To generate docs from ITD.md, I have included a shell script called go.sh. It relies on a programme called claat which is available here https://github.com/googlecodelabs/tools/releases. To generate docs after editing the markdown source, run ./go.sh ITD.md

We will grab the content and put it in the existing site, https://cyf-itd.netlify.app/ as we are drowning in documentation and we need to consolidate.
It's very very close to the wire. I will have to put this out unreviewed if there's nothing done by tomorrow
