Delay threshold

Is there a way to add a delay threshold for all sources, so that a request has to take up to a certain amount of time before it displays the progress bar. I tried restartOnRequestAfter but doesn't seem to honor it.

For example a setting when you set to 1s it only displays the progress bar if any source you are using takes longer than that specified.
