Make the `mute` command prevents users from speaking in voice chat too

Is your feature request related to a problem? Please describe. I feel as though that when muting a user, they should also be prevented from speaking in voice chats.

Describe the feature you'd like in detail When BulletBot creates its "Muted" role and adds it to all of the channels, disable the "Speak" permission, so users are not just muted in the text channels, but also in the voice channels.
