Command for setting module or command-specific perms

Describe the feature you'd like in detail Create a command that can be used to set module and command-specific permissions. Example: Using the command to allow user X to use warn, even if they don't have the server or role-based perms to do it.

This will require a big (already necessary) rewrite of the command permission system, so it will probably have to wait until the next major update
